Minnesota School of Science (MSS) application is above, this was filed November 2009. Note page 9 talks about the languages to be offered (yes Turkish is there) and page 60 comparing their model to the CMSA (Chicago Math and Science Academy) the TROUBLED Gulen Charter school in Chicago currently in a bitter union dispute. These applications are very generic and unimpressive, it is suprising that Minnesota would grant such a school.
